The Trump Administration has threatened to wipe millions in federal funding from the city of Charlotte as it probes whether officials are adequately protecting passengers following the fatal stabbing of a Ukrainian woman on a train.

Iryna Zarutska, 23, was killed on August 22 after she was attacked with no warning by a man sitting behind her on the light rail.

The Department of Transportation (USDOT) and the FBI have launched an investigation into Charlotte's public transit system in wake of Zarutska's killing, Sean Duffy announced Monday night on Fox News.

The Transportation Secretary said the investigation will begin Tuesday and is focusing on the city's 'failure to protect' Zarutska. Separately, FBI director Kash Patel confirmed his agency is running its own probe into the murder.

If Duffy's investigation reveals safety failures, the Transport Secretary suggested Charlotte could see a complete suspension of federal transportation funding.

The booming North Carolina city receives millions of dollars from USDOT grants each year to fund specific transportation projects, including for its transit system, road improvements and airports.

Since 2007, USDOT has committed $797 million toward the construction of the LYNX Blue Line light rail – the very line that Zarutska was murdered on. 

USDOT's probe comes as Congressman Tim Moore and nine other Republicans called for the removal of the judge who released Zarutska's suspected killer Decarlos Brown Jr, a 14-time criminal offender.

Brown, 34, has been charged with first-degree murder. He has been committed to a hospital for at least 60 days for psychiatric evaluation, court records show. 

'USDOT will investigate and make sure ZERO tax dollars go to soft-on-crime transit systems that allow horrific tragedies like what happened in Charlotte, North Carolina,' Duffy vowed.  

'Murders on public transit like that of Iryna Zarutska should never be allowed to happen again.'

The transportation secretary added that the probe is directly linked to President Donald Trump's 'zero tolerance' crackdown on crime. 

'If mayors can't keep their trains and buses safe, they don't deserve the taxpayers' money,' Duffy said in a statement. 

His message was echoed by the White House in a statement signed by Trump demanding accountability for Zarutska's death. 

'I have seen the horrific video of a beautiful, young Ukrainian refugee, who came to America to escape the vicious War in Ukraine, and was innocently riding the Metro in Charlotte, North Carolina, where she was brutally ambushed by a mentally deranged lunatic,' Trump wrote in a statement posted to the White House X account.

'The perpetrator was a well known career criminal, who had been previously arrested and released on CASHLESS BAIL in January, a total of 14 TIMES. What the hell was he doing riding the train, and walking the streets?'

Trump added that 'Criminals like this need to be LOCKED UP.' 

The Charlotte Area Transit System, in a statement to Daily Mail, said Tuesday: 'CATS welcomes any conversation with our partners at USDOT. They work closely with transit agencies across the nation and are a valuable partner with CATS.'

Video released Friday shows Zarutska entering the light–rail train and taking a seat in front of a man identified by police as Brown, who was seated behind her. 

Minutes later, without any apparent interaction, he pulled out a pocketknife, stood up and slashds her in the neck, investigators said.

Brown was arrested at the scene and charged with first–degree murder. 

Court records show he had cycled through the criminal justice system for more than a decade, with 14 prior cases in Mecklenburg County, including serving five years for robbery with a dangerous weapon. 

His mother told local television she sought an involuntary psychiatric commitment earlier this year after he became violent at home. Doctors diagnosed him with schizophrenia.

A message seeking comment was left Monday with the attorney representing him on the murder charge.

In January, Brown was arrested after repeatedly calling 911 from a hospital, claiming people were trying to control him. A judge released him without bail.

Brown has spent most of his life in and out of prison. He served five years in prison for a 2014 armed robbery and was released in September, 2020 - when he quickly resumed a life of crime

Court records also show Brown faced charges ranging from making threats and shoplifting to felony larceny dating back to 2011, although some of those charges appear to have been dismissed.

Zarutska had come to the United States to escape the war in Ukraine, relatives wrote in a GoFundMe post, describing her as determined to build a safer life.

The August 22 attack is the latest flashpoint in the debate over whether cities like Charlotte are adequately addressing violent crime, mental illness and transit safety. 

Critics say Zarutska's death could have been prevented, and they are blaming Democrats for failing to keep a man with a history of mental illness, arrests and erratic behavior off the streets before he killed her. 

The attack added to an ongoing political debate as Trump has deployed the National Guard in Washington DC and threatened to do so in other Democratic–led cities including Chicago and Baltimore. 

Trump and his MAGA allies say Zarutska's murder highlights how large cities and liberal governors are failing to protect their residents.

They also allege it justifies the president's federal takeover of Washington and his plans to replicate that effort in other places.

In a speech at the Museum of the Bible in DC on Monday, Trump sent his love to Zarutska's family and said video of the attack was 'not really watchable because it's so horrible.'

'They are evil people. We have to be able to handle that. If we don´t handle that, we don´t have a country,' Trump said.

Other Republicans are also using the homicide to criticize Democratic initiatives aimed at tackling discrimination within law enforcement and criminal justice systems. 

Charlotte's Democrat mayor Vi Lyles also drew criticism from the right for her response, with some saying she came off as too lenient on the attacker because she referenced mental health issues.

Lyles, who is seeking reelection and running in the Democratic primary Tuesday, called Zarutska's killing 'a senseless and tragic loss'.

'Like so many of you, I'm heartbroken – and I've been thinking hard about what safety really looks like in our city,' she posted on X after authorities released footage of the attack.
