A police officer has been charged after a 'cherished' carer was hit and killed by a patrol car responding to an emergency as she crossed the road.

Rachael Moore, 22, died after being struck by the Merseyside Police vehicle in Liverpool, at around 8:10pm on Christmas Eve 2022.

PC Scott Thompson, 32, of Merseyside Police, is due to appear in court on Monday charged with causing death by careless driving.

The officer was responding to an unrelated emergency call at the time of the collision, which occurred on Sheil Road in the Kensington area of the city.

Ms Moore, who was born in Derby and had been a university student in Liverpool, was walking home from her job as a carer at the time.

Despite the efforts of emergency services she was pronounced dead at the scene.

The charge comes after an investigation by the Independent Office for Police Conduct (IOPC).

In a statement, the IOPC added: 'Our independent investigation followed a mandatory referral from the force after a police vehicle Pc Thompson was driving was involved in a fatal collision in the Kensington area of Liverpool on December 24 2022.

'The officer who was responding to an unrelated emergency call collided with 22-year-old Rachael Moore, who was sadly pronounced dead at the scene.

'We have consulted with the Crown Prosecution Service (CPS) during the course of our investigation to consider any potential criminal offences.

'This led to the authorisation of the charge against Pc Thompson last month.'

Ms Moore's family previously said their 'cherished daughter' will be 'greatly missed by all those lives she touched'.

In a statement her family said: 'Rachael Louise Moore aged 22, cherished daughter of Alison and Ian, sister to Ben and much-loved granddaughter of Nana Sue.

'Partner to Jack and caring friend to many. She will be greatly missed by all those whose lives she touched.'

Liverpool Hope University, where Ms Moore had been a student in philosophy, religion and ethics, held a memorial service following her death.

Hope University's vice-chancellor, Dr Penny Haughan, said: 'Everyone at Liverpool Hope University is deeply saddened by the news of Rachael's death.

'She was a committed, diligent student with a bright future, who will be remembered for both her kindness and passion for social justice by the staff and students who knew her.'

Thompson is due to appear at Manchester Magistrates' Court on Monday to face a single charge of causing death by careless driving.
