Kremlin spokesman Dmitry Peskov welcomed the document, saying it was broadly in line with Moscow's own vision.
Meanwhile, Foreign Secretary Yvette Cooper will fly to Washington on Monday for talks with her U.S. counterpart Marco Rubio.
